Lumpkin County is named for Wilson Lumpkin, U. S. Senator from Georgia who explored the Cherokee Nation looking for a route for a canal between the Tennessee River and Decatur, Georgia in 1828. He and Hamilton Fulton ruled out the possibility of a canal, but shortly after completing the journey recommended building a railroad between the Tennessee River and the Chattahoochee River. Lumpkin was slated to be governor of the state at the time of 1832 Land Lottery.
